Declaration made upon ratification of the Stockholm Convention:
Any amendment to Annex A, B or C shall enter into force for Spain only upon the deposit
of its instrument of ratification, acceptance, approval or accession with respect thereto.
Declaration:
In the event that the Convention on Persistent Organic Pollutants should in any way result
in actions related to Gibraltar, Spain wishes to make the following declaration:
- Gibraltar is a Non-Self-Governing Territory for whose international relations the United Kingdom is responsible and which is subject to a process of decolonization in accordance with the relevant decisions and resolutions of the United Nations General Assembly.
- The Gibraltar authorities are local in character and exercise an exclusively domestic jurisdiction that originates in and is based on the powers allocated to and conferred on them by the United Kingdom, in accordance with its domestic law and in its capacity as the sovereign State upon which depends the said Non-Self-Governing Territory.
- Consequently, any involvement by the Gibraltar authorities in the implementation of this Convention shall be understood to take place exclusively within the framework of the domestic jurisdiction of Gibraltar and shall not be considered to affect in any way the content of the two preceding paragraphs.
- The procedure envisaged in the “Agreed Arrangements relating to Gibraltar Authorities in the Context of Certain International Treaties (2007)”, signed by Spain and the United Kingdom on 19 December 2007, together with the “Agreed Arrangements relating to Gibraltar Authorities in the Context of EU and EC Instruments and Related Treaties”, of 19 April 2000, shall be applicable to the Stockholm Convention on Persistent Organic Pollutants, adopted on 22 May 2001.

Penambahan sembilan bahan kimia baru di 2009, satu bahan kimia di 2011 dan 2014 membuat semua negara penandatanganan konvensi wajib memperbaharui NIP mereka dan menyelesaikan inventarisasi POP terbaru. Indonesia memperbaharui pendataan pada tahun 2013 dan pada tahun 2014 pendataan baru tersebut telah ditandatangani oleh Menteri Lingkungan Hidup dan Kehutanan.
Status awal POPs yang terdaftar dalam Konvensi Stockholm di Indonesia
Pestisida: Pestisida yang terdaftar telah dilarang penggunaannya sejak tahun 1991; Diantara tahun 1979 sampai1980, sebanyak kurang lebih 6500 ton pestisida telah digunakan; Diantara tahun 1981 sampai 1982 sekitar 15,000 ton telah digunakan di seluruh wilayah Indonesia (Soekarna dan Sundaru 1983); Tingginya konsentrasi DDT ditemukan di tanah dan air di berbagai wilayah Indonesia; Indonesia telah memilih untuk tidak menggunakan DDT sebagai alat pengendalian malaria.
Industri Kimia: Lebih dari 6% peralatan listrik di Indonesia ditemukan terkontaminasi PCB dengan 17% dianggap sangat terkontaminasi; sekitar 23.000 ton minyak transformator terkontaminasi PCB.
Produk sampingan: Kandungan POPs tercatat ditemukan dari berbagai kegiatan termasuk pembakaran sampah, produksi besi dan non-besi, pembangkit listrik dan panas, produksi mineral, produksi kimia serta dari konsumsi bahan-bahan.
Kemajuan dari target yang telah diusulkan oleh Konvensi Stockholm

Inisiatif Terkini
KLHK dan UNIDO dengan pendanaan dari GEF telah memulai proyek Introduction of an Environmentally Sound Management and Disposal System for PCB Wastes and PCB-contaminated Equipment (Sistem Manajemen Ramah Lingkungan pada Pembuangan Limbah PCB dan Peralatan yang Terkontaminasi PCB) sebagai salah satu realisasi sasaran proyek ini. Dalam beberapa tahun kedepan, Proyek ini mempunyai beberapa tujuan dan target:
Tujuan
- Untuk mengenalkan dan menerapkan sistem manajemen PCB untuk mengurangi dan/atau menghilangkan timbunan limbah PCB dan peralatan yang terkontaminasi PCB.
- Untuk membuang sedikitnya 3.000 ton limbah dan peralatan yang terkontaminasi PCB dengan sistem ramah lingkungan yang memaksimalkan peluang kerja sama antara pihak swasta dan umum.
Target
- Penguatan kerangka kebijakan dan peraturan dalam pengelolaan PCB
- Pembangunan dan pengembangan kapasitas kelembagaan
- Pelaksanaan pilot dan pengembangan sistem pengelolaan limbah dan peralatan yang mengandung PCB secara berwawasan lingkungan
- Peningkatan kesadaran publik terhadap dampak negatif PCB dan pentingnya pengelolaan PCB serta advokasi
